School "Authorities" And "But They Need Silence To Teach"

I was recently (today) talking to someone about various things, including the public school system and its "authorities" ("teachers" and staff). I said that I disapprove of the way that "teachers" tell "students" what to do, such as to sit down, be quiet, etc. They said it was just so the "students" could learn and listen to the "education." ("They need silence to teach.")
I am still going to public school, and as such, I am currently experiencing this system that I am describing.
Anyway, the claim is that the "students" can only "learn" (I am putting a lot in quotation marks, because many of the "students" are not at school to want to learn, the "teachers" usually just spew forth unsubstantiated and often incorrect opinion, and the "learning" is, indeed, often incorrect and almost never with any evidence, like the "students" need other people to think for them) when the "authorities" tell them to sit and be quiet.
